China's Satellite is its Answer to America's GPS

China earlier this month launched the fifth of a 35-satellite constellation initiated in 2000 and due for completion by 2020. In noting this event, the state news agency Xinhua stated: “(Compass) is a crucial part of the country's space infrastructure for providing navigation and positioning services in transportation, meteorology, petroleum prospecting, forest fire monitoring, disaster forecast, telecommunications and public security among others.”

The paper can be picked up from FIG conference or another event. The Article of the Month in September 2010 is "Customary Tenure Institutions and Good Governance". It is written by Anthony ARKO-ADJEI, Ghana and Jitske de JONG, Jaap ZEVENBERGEN and Arbind TULADHAR from the Netherlands. This paper is a peer reviewed paper prepared for the FIG Congress 2010 in Sydney, Australia, 11-16 April 2010. At the Congress it was presented by Prof. Jaap Zevenbergen in an invited session about land governance in Africa. It gives good information about customary tenure and good governance in Ghana, and could be of interest to other African countries.

China Region to Build World-class Port Facilities

The Guangxi Zhuang autonomous region in China will pump in 6 billion yuan (RM2.88bil) this year to expedite the construction of world-class port facilities to meet greater demand from Asean. Guangxi Transport Department director-general Pan Wei said the government would give priority to infrastructure development as the number of cargo ship calls had increased since the realisation of the China-Asean Free Trade Area early this year.

Clark Labs Receives Funding for REDD Tools on Google's Earth Engine

The Gordon and Betty Moore Foundation has awarded a grant of $451,000 to Clark Labs in support of their current work with Google.org in the development of on-line tools for REDD projects. REDD, Reducing Emissions from Deforestation and Forest Degradation, is a climate change mitigation strategy that offers developing countries and others incentives to reduce forest carbon emissions. One of the first required activities of REDD is the modeling of a business-as-usual baseline, a scenario of projected deforestation that would occur in the absence of REDD.

In 2008 Dr Weber initiated this project and in July of last year, APN approved funds for the three years to conduct research on the sptial dimensions of people's vulnerability in the Pacific Islands, South-East Asia and South Asia. In august of last year they held their first workshop in Bangkok, Thailand, where all the partners in the project met to discuss and prepare for the research activities for the first year.

After all, there is virtually no chance of signal obscuration from buildings or trees (although the odd cliff might come into play), so logically, the design of a marine GNSS receiver should be a piece of cake. However, such devices are particularly prey to multipath interference–both from the surface of the sea and from the superstructure of the vessel itself.

It provides robust economic analysis that quantifies the contribution spatial information makes to the New Zealand economy, as well as opportunities for this contribution to grow. The report concludes that use and re-use of spatial information is estimated to have added $1.2 billion in productivity related benefits to the New Zealand economy in 2008.

Korea Develops a Climate Change Vunerability Assessment System

The Korean National Institute of Environmental Research announced that it developed a climate change adaptation toolkit, which is used to assess climate change effect and analyze vulnerability. Combining information on climate, air environment, society, economy and geography, the toolkit enables local governments to analyze the climate change effect and vulnerability without difficulty. Based on the classification by UK Climate Impacts Program, the system makes 16 categories and analyzes information by city, county and borough.

Tsinghua U. Wins Bentley Future Cities China Student Design Competition

The program challenged students to use their design skills, along with Bentley software, to provide a master plan for the sustainable university campus of tomorrow. The goal was to create a campus that could serve as the cornerstone of a modern “green” Chinese city and help address the many challenges associated with complex, inner-city environments. Nearly 200 student teams from more than 70 universities submitted projects to the competition, which an independent panel of distinguished jurors narrowed to eight finalists.

It is the Kauring Airborne Gravity Test Site east of Perth which allows operators to test the capabilities of airborne gravity (AG), airborne gravity gradiometer (AGG) and other airborne sensing systems against gravity and magnetic anomalies. The site is a collaborative venture involving Geoscience Australia, the Geological Survey of Western Australia and the mining and resource company Rio Tinto as well as the aerial survey company, Fugro Airborne Surveys.
