The 4th meeting of the Party Central Committee opened in the capital city yesterday with Party building and infrastructure works high on the agenda. Addressing the conference, Party General Secretary Nguyen Phu Trong said the building of a synchronous infrastructure system was one of the three breakthroughs that must be achieved in implementing the Strategy for Socio-Economic Development in the 10 years (2011 – 20) which was adopted at the 11th National Party Congress in January 2011.
