Mayor Mauricio Domogan has ordered the suspension of the issuance of clearances and other certifications relative to the processing of public land applications through the Free Patent Law or Republic Act No. 10023 to avoid future problems and complications arising from zoning issues and the contradicting provisions of laws on land disposition. 

The suspension order was directed to the city planning and development office and the city engineering office. It will last until the committee tasked to review, study and recommend appropriate action on the rules and regulations for the issuance of free patents had come up with its recommendations or until such time that the Comprehensive City Land Use Plan (CLUP) had been approved.
